One last word in conclusion.

It must be remembered

that the above remarks apply to labour in the factories, mines, and shipyarda aml particularly to male labour. The girls are restless but they are not yet dangerous. The agricultural labourers who form the bulk of the people have not as far as I am aware been infected by the Bolshe-

vik bacillus.
